गोवा में जीएसटी पंजीकृत व्यापारियों के लिए जीईएम पोर्टल पर पंजीकरण की काफी संभावनाएं हैं: विकास गौनेकर, अतिरिक्त सचिव
गोवा के 9417 पंजीकृत विक्रेताओं द्वारा जीईएम पर 231.05 करोड़ रुपये मूल्य का ऑर्डर
“जीईएम पोर्टल पर पंजीकरण के बाद, हमारी एजेंसी को जबरदस्त प्रतिक्रिया मिल रही है। मेरी कंपनी सेवा क्षेत्र से संबंधित है। हम जीईएम के माध्यम से श्रमशक्ति उपलब्ध कराते हैं। इस कागज रहित प्रणाली से बिना किसी बाधा के कामकाज होता है। जीईएम पर पंजीकरण के बाद मेरा कारोबार 2 लाख 80 हजार रुपये से बढ़कर दो करोड़ रुपये का हो गया है।” ये बातें ज्योति एंटरप्राइजेज की ज्योति राव रेरापल्ली ने आज गोवा के पणजी में आयोजित जीईएम विक्रेता संवाद में जीईएम पोर्टल के बारे में अपने अनुभव साझा करते हुए कहीं।
रक्षा क्षेत्र में काम करने वाले निधि इंटरप्राइजेज के आशीष रंजन का भी कुछ ऐसा ही अनुभव है। वे कहते हैं, “हमने 2019 में जीईएम पोर्टल पर पंजीकरण किया था। जीईएम पोर्टल का लाभ यह है कि हमें देश भर से ऑर्डर मिलते हैं, इससे व्यवसाय को काफी लाभ हुआ है। जब बोली लगाने वालों की संख्या बढ़ती है, तो पारदर्शिता बढ़ती है।”
गोवा के सरकारी ई-मार्केटप्लेस से जुड़े विक्रेताओं ने आज पणजी में आयोजित जीईएम विक्रेता संवाद में अपने अनुभव साझा किए। इस आयोजन ने राज्य के जीईएम विक्रेताओं को जीईएम से जुड़ी नई सुविधाओं और कार्य प्रणालियों से परिचित होने का अवसर प्रदान किया। ये नई सुविधाएं एवं कार्य प्रणालियां विक्रेताओं के लिए इस पोर्टल पर अपनी गतिविधियां संचालित करना सुविधाजनक बनाती हैं।
अपनी स्थापना के बाद से अबतक, जीईएम ने 3.02 लाख करोड़ रुपये से अधिक मूल्य के एक करोड़ से अधिक लेनदेन को सुगम बनाया है। गोवा से, 9417 विक्रेताओं ने इस मंच पर खुद को पंजीकृत किया है। इस मंच की स्थापना के बाद से, गोवा के इन विक्रेताओं ने कुल 231.05 करोड़ रुपये मूल्य का ऑर्डर दिया है। सभा को संबोधित करते हुए, गोवा सरकार के अतिरिक्त सचिव (वित्त) और जीईएम के राज्य नोडल अधिकारी, श्री विकास गौनेकर ने कहा कि इस प्रक्रिया में पूरी पारदर्शिता है। उन्होंने कहा कि यह मंच एक त्वरित भुगतान प्रणाली से लैस है और सरकार इसे व्यापक पैमाने पर आगे बढ़ाने की कोशिश कर रही है। सचिव ने इस मौके पर गोवा के सभी जीएसटी पंजीकृत व्यापारियों से जीईएम पोर्टल पर अपना पंजीकरण कराने की अपील की। श्री गौनेकर ने कहा कि जीईएम पोर्टल विक्रेताओं के साथ-साथ सरकार के लिए भी उपयोगी है।
निशांत दीनगावल, निदेशक, राज्य एवं केन्द्र – शासित प्रदेश (जीईएम) ने जीईएम पोर्टल के बारे में एक विस्तृत प्रस्तुति दी। मीडिया के साथ बातचीत में केनेथ अल्फांसो, जीईएम के राज्य व्यापार समन्वयक, भी उपस्थित थे। इस बातचीत का संचालन गौतम एस. कुमार, उप निदेशक, पत्र सूचना कार्यालय ने किया।
सरकारी ई मार्केटप्लेस (जीईएम) के बारे में:
देश का राष्ट्रीय सार्वजनिक खरीद पोर्टल, सरकारी ई मार्केटप्लेस (जीईएम), वस्तुओं एवं सेवाओं की खरीद से जुड़ा एक समग्र ऑनलाइन मार्केटप्लेस है। इसे माननीय प्रधानमंत्री श्री नरेन्द्र मोदी के सार्वजनिक खरीद को फिर से परिभाषित करने के दृष्टिकोण के एक हिस्से के रूप में 9 अगस्त, 2016 को लांच किया गया था। जीईएम सरकारी खरीदारों तथा सार्वजनिक क्षेत्र के उपक्रमों द्वारा खरीद के तरीकों में आमूल बदलाव लाने में समर्थ रहा है। जीईएम एक संपर्क रहित, कागज रहित तथा नकदी रहित व्यवस्था है और यह तीन स्तंभों – प्रभावशीलता, पारदर्शिता तथा समावेशन – पर टिका है।
उल्लेखनीय है कि जीईएम ने 2021-22 के एकल वित्तीय वर्ष के दौरान एक लाख करोड़ रुपये मूल्य की खरीद की असाधारण उपलब्धि हासिल की। अपनी स्थापना के बाद से अब तक जीईएम ने 3.02 लाख करोड़ रुपये से अधिक मूल्य के एक करोड़ से अधिक लेनदेन को सुगम बनाया है। यह सब देश भर के खरीदारों एवं विक्रेताओं सहित सभी हितधारकों की सहायता से संभव हो पाया है।
जीईएम के खरीदारों के आधार – वर्ग में केन्द्र और विभिन्न राज्य सरकारों के सभी विभाग, सहकारी समितियां और सार्वजनिक क्षेत्र के उपक्रम शामिल हैं। जीईएम के विक्रेताओं के आधार -वर्ग की विषम प्रकृति स्पष्ट रूप से इसके ‘समावेशिता’ के आधार – स्तंभ पर टिके होने की विशेषता को दर्शाती है। बड़ी कंपनियों व समूहों से शुरू होकर, इसके विक्रेताओं के आधार – वर्ग में देश भर की महिला उद्यमी, स्वयं सहायता समूह और एमएसएमई विक्रेता भी शामिल हैं। इसके अलावा, एमएसएमई और स्वयं सहायता समूहों के लिए इस मंच पर सहज अनुभव सुनिश्चित करने हेतु जीईएम पोर्टल में विशेष प्रावधान भी किए गए हैं। यह ध्यान देने योग्य तथ्य है कि 62 हजार पंजीकृत सरकारी खरीदार और 50.90 लाख विक्रेता एवं सेवा प्रदाता आकार एवं पैमाने की दृष्टि से जीईएम के संचालन की व्यापकता की पुष्टि करते हैं।
अपनी स्थापना के बाद से, जीईएम निरंतर आगे बढ़ता जा रहा है और इसमें उत्पाद तथा सेवाओं की नई श्रेणियां लगातार जुड़ती जा रही हैं। वर्तमान में, जीईएम पर लगभग सेवाओं की 300 श्रेणियां तथा उत्पादों की 10000 से अधिक श्रेणियां उपलब्ध हैं। इन श्रेणियों के तहत 44 लाख उत्पाद एवं सेवाएं सूचीबद्ध हैं। इसके अलावा, जीईएम एक उभरता हुआ प्लेटफॉर्म है और यह नई विशेषताओं तथा कार्य प्रणालियों का समावेश करने की दिशा में अथक रूप से कार्य करता है।
