रक्षा सार्वजनिक क्षेत्र के उपक्रमों (डीपीएसयू) द्वारा अपनी मूल समयसीमा से पहले ही 72 वस्तुओं का स्वदेशीकरण
आत्मनिर्भर भारत को फास्ट ट्रैक पर रखते हुए पहली और दूसरी सकारात्मक स्वदेशीकरण सूची (पीआईएल) में उल्लिखित कुल 214 वस्तुओं में से 72 वस्तुओं का रक्षा सार्वजनिक क्षेत्र के उपक्रमों (डीपीएसयू) द्वारा दिसंबर 2023, दिसंबर 2024 और दिसंबर 2025 की मूल स्वदेशीकरण समय-सीमा से काफी पहले स्वदेशीकरण कर दिया गया है। शेष 142 वस्तुओं को दिसंबर 2022 की समय सीमा के भीतर स्वदेशी बनाया जा रहा है। कुछ मुख्य उप-प्रणालियों/लाइन रिप्लेसमेंट यूनिट्स (एलआरयू) जिनका स्वदेशीकरण किया गया है, उनमें जहाजों के लिए मैगजीन फायर फाइटिंग सिस्टम, फ्रिगेट्स के लिए स्टीयरिंग गियर सिस्टम और फिन स्टेबलाइजर्स विद कंट्रोल, आकाश मिसाइलों के लिए प्रेशराइज्ड कंटेनर, कोंकर्स मिसाइलों और इलेक्ट्रिक मोटर के लिए केओई चार्ज, युद्धक टैंकों के लिए डी कंटेमिनेशन सेट और प्रिज्म ऑप्टिकल इंस्ट्रूमेंट शामिल हैं।
इन सभी साजोसामानों के अलावा कुछ महत्वपूर्ण उपकरणों में हेलीकॉप्टर के लिए इंटरमीडिएट कास्टिंग, पनडुब्बियों के लिए पॉलीक्रोपिन रबर बैंड और जहाजों के लिए हाई प्रेशर रेगुलेटिंग वाल्व शामिल है। सभी स्वदेशी वस्तुओं का विवरण सृजन पोर्टल (srijandefence.gov.in) पर उपलब्ध है।
यह उल्लेखनीय है कि रक्षा उत्पादन में आत्मनिर्भरता की तलाश में और ‘आत्मनिर्भर भारत अभियान’ के तहत डीपीएसयू द्वारा आयात को कम करने के लिए, रक्षा उत्पादन विभाग (डीडीपी), रक्षा मंत्रालय ने एलआरयू / उप-प्रणालियों / की दिसंबर 2021, मार्च 2022 और अगस्त 2022 में एसेम्बलीज़/सब-एसेम्बलीज़/ कंपोनेंट्स के स्वदेशीकरण के लिए एक सांकेतिक समयसीमा के साथ तीन सकारात्मक स्वदेशीकरण सूची अधिसूचित की थी। पहली पीआईएल में 351 आइटम हैं, दूसरी पीआईएल में 107 आइटम हैं और तीसरी पीआईएल में स्वदेशीकरण के लिए 780 आइटम हैं।
इसके बाद डीडीपी ने 72 स्वदेशी वस्तुओं (पीआईएल-1: 67 और पीआईएल-2:5) की संशोधित समय-सीमा अधिसूचित की है। अब इन वस्तुओं की खरीद केवल भारतीय उद्योग से की जाएगी जिससे एमएसएमई सहित घरेलू उद्योग को बढ़ावा मिलेगा और विदेशी मुद्रा की बचत होगी। यह सशस्त्र बलों की मांग को पूरा करने के लिए अंतरराष्ट्रीय मानकों की वस्तुओं की आपूर्ति हेतु घरेलू उद्योग की क्षमताओं में सरकार के बढ़ते विश्वास को भी पुष्ट करता है।
