एनडीएमए और सी-डॉट आपदा प्रबंधन और तैयारी के लिए सीएपी आधारित एकीकृत सार्वजनिक चेतावनी प्रणाली पर कार्यशाला आयोजित करेंगे
संचार मंत्रालय, भारत सरकार के दूरसंचार विभाग (डीओटी) का प्रमुख अनुसंधान एवं विकास केन्द्र,सी-डॉट (सेंटर फॉर डेवलपमेंट ऑफ टेलीमैटिक्स) और राष्ट्रीय आपदा प्रबंधन प्राधिकरण (एनडीएमए) कल यानी 31 अगस्त, 2022 को यहां कॉमन अलर्टिंग प्रोटोकॉल (सीएपी) आधारित इंटीग्रेटेड अलर्ट सिस्टम पर केन्द्रित सचेत नाम से एक अखिल भारतीय कार्यशाला का संयुक्त रूप से आयोजन कर रहे हैं।
कार्यशाला का उद्देश्य पूरे भारत में संबंधित विभागों और विभिन्न आपदा प्रबंधन एजेंसियों को उनके अंतर्निहित मुद्दों और चुनौतियों पर चर्चा करने के लिए एक मंच प्रदान करना है और जाने-माने विशेषज्ञों और प्रौद्योगिकीविदों द्वारा व्यावहारिक चर्चा के बीच प्रभावी तरीके से इनका समाधान करने के लिए प्रौद्योगिकी-आधारित समाधान विकसित करना है।
इस अवसर पर गृह मंत्रालय (एमएचए) में गृह सचिव आईएएस श्री अजय कुमार भल्ला मुख्य अतिथि के रूप में इस अवसर पर उपस्थित होंगे और डिजिटल संचार आयोग के अध्यक्ष और सचिव (दूरसंचार) श्री के. राजारमन विशिष्ट अतिथि होंगे।
एनडीएमए, डीओटी, भारतीय रेलवे, भारतीय मेट्रोलॉजिकल विभाग (आईएमडी), केन्द्रीय जल आयोग (सीडब्ल्यूसी), भारतीय राष्ट्रीय महासागर सूचना सेवा केन्द्र (आईएनसीओआईएस), रक्षा भू-सूचना विज्ञान अनुसंधान प्रतिष्ठान (डीजीआरई), भारतीय वन सर्वेक्षण (एफएसआई), भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) और 36 राज्यों और केन्द्र शासित प्रदेशों के आपदा प्रबंधन प्राधिकरण (डीएमए) सहित विभिन्न सरकारी विभागों के विभिन्न प्रतिष्ठित गणमान्य व्यक्ति और वक्ताकार्यशाला में भाग लेंगे और आपदा प्रबंधन और तैयारी से संबंधित विभिन्न समकालीन विषयों पर चर्चा करेंगे।
एकीकृत सार्वजनिक चेतावनी प्रणाली-सचेत के बारे में
एकीकृत सार्वजनिक चेतावनी प्रणाली-सचेत, आईटीयू के सामान्य चेतावनी प्रोटोकॉल (सीएपी) पर आधारित एक प्रारंभिक चेतावनी मंच है जिसे प्रभावी आपदा प्रबंधन के लिए सी-डॉट ने विकसित किया है। इस मंच का बाढ़, चक्रवात और कोविड महामारी जैसी आपात स्थितियों के दौरान सभी उपलब्ध मीडिया पर जनता को सलाह और अन्य उपयोगी जानकारी देने के लिए चेतावनी जारी करने, सलाह और अन्य उपयोगी जानकारी देने के लिए राष्ट्रीय और राज्य आपदा प्रबंधन प्राधिकरणों द्वारा व्यापक रूप से उपयोग किया जाता है। यह एसएमएस के माध्यम से स्थानीय भाषाओं में लोगों को चेतावनी का प्रसार करने के लिए एक मिला-जुला मंच प्रदान करता है। एक जगह पर समाधान के रूप में और आपदा जोखिम को कम करने के लिए माननीय प्रधानमंत्री के 10 सूत्रीय एजेंडा को साकार करने की दिशा में एक ठोस कदम की तरफ बढ़ते हुए, जल्द ही सेल प्रसारण, रेडियो, टीवी, सायरन, सोशल मीडिया, वेब पोर्टल और मोबाइल एप्लिकेशन सहित सभी उपलब्ध संचार माध्यमों पर संदेश प्रसारित किए जाएंगे।
यह प्रणाली 34 राज्यों और केन्द्र शासित प्रदेशों में पहले से ही चालू है। चक्रवात (असनी, यास, निवार, अम्फान), बाढ़ (असम, गुजरात), बिजली (बिहार) आदि जैसी विभिन्न आपदाओं के दौरान इस प्रणाली से 75 करोड़ से अधिक एसएमएस पहले ही भेजे जा चुके हैं। अमरनाथ जी यात्रा के दौरान तीर्थयात्रियों की सुविधा के लिए भी प्रणाली का उपयोग किया गया है।
